Scientists, Engineers, Researchers and other Science & Technology (S&T) Personnel in the
Government,” Sub-paragraph 14.2.2 of Paragraph 14.2 of Joint Circular No. 1, s. 2013
issued by the Department of Budget and Management and Department of Science and
Technology (DOST) dated June 25, 2013 re: “Rules and Regulations on the Grant of
Compensation - Related Magna Carta Benefits to Scientists, Engineers, Researchers, and
